In 2011, the concept of establishing the "Financial Safety Company" microfinance institution was conceived by employees of BRALIRWA. These individuals had previously created the "Ganza Microfinance" cooperative in the same year. Motivated by concerns for their development and the well-being of the Rwandan population, a group of approximately 300 individuals, mainly BRALIRWA employees with some members of the public, pooled together a sum of 75,000,000 Frw to establish "COOPEC Ganza Microfinance." They applied for approval from the Bank National of Rwanda and sought legal recognition from the Rwandan Corporate Authority (RCA) before seeking funding to initiate operations in Rwanda.Given that a significant portion of the shareholders were BRALIRWA employees, the Bank National of Rwanda (BNR) encouraged Ganza Microfinance to transition from a cooperative (COOPEC) to a publicly traded company with limited liability status. The financial safety company plc is a financiation institution licenced by National Bank of Rwanda (BNR)to collect Saving, provide loans and other financial services.
